Local Authorities
 

Chapter 28 identifies local authorities:

"The participation and cooperation of local authorities will be a determining factor in fulfilling objectives. Local authorities construct, operate and maintain economic, social and environmental infrastructure, oversee planning processes, establish local environmental policies and regulations, and assist in implementing national and sub-national environmental policies. As the level of governance closest to the people, they play a vital role in educating, mobilizing and responding to the public to promote sustainable development."


Agenda 21 requires governments to produce national sustainable development strategies.

Many local government organisations have produced local sustainable development strategies, generally known as local agenda 21s or LA21s.

Governments of less well developed countries emphasise fundamental needs, such as instilling more democratic local processes and improving basic planning and infrastructure services, and "brown" issues such as dereliction, waste disposal, and sewage.

More developed countries are concerned about reducing excessive resource consumption and "green" issues, such as amenity and landscape conservation.
