Agenda 21 reflects a global consensus and political commitment at the highest level on development and environmental co-operation. Its successful implementation is first and foremost the responsibility of Governments.

The UK Government considers that the potential contradiction between natural capital conservation and economic growth is broadly soluble because:
  • sustainable development does not necessarily mean having less economic development

  • a healthy environment is better able to generate the resources to meet people's needs

  • new investment and environmental improvement often go hand in hand

It does not mean that every aspect of the present environment should be preserved at all costs.

It means that decisions throughout society should be taken with proper regard to their environmental impact.
