And how do you now set a priority? You will do it on the basis of feasibility and visibility. e.g Allow workers to join a union. Make a statement.

Can work out a target to set in the statement and check that it is clear everybody knows? eg. Ensure all staff know they can join a union within 3 months.

Now put it all together.

When you have been through each Criterion as above, then you have to make an overall decision taking account of all criteria:
"Areas of concern were excessive overtime during peak periods; maternity issues; inadequate emergency response procedures; poor discipline and grievance handling procedures; ineffective communication channels; inadequate health and sanitation facilities; congested workers' houses; low union membership; barriers to freedom of association and poor worker knowledge about basic labour laws and standards. "
