AMBIENT CONSIDERATIONS

Ambient conditions include the air, surface and groundwater, and soils.

Consider

  • Finite assimilative capacity of the environment, existing and future and use,
  • Existing ambient conditions
  • Proximity to ecologically sensitive or protected areas, and
  • Potential for cumulative impacts with uncertain consequences;

Promote strategies that

  • Avoid or, where avoidance is not feasible, minimize or reduce the release of pollutants,
  • Contribute to the improvement of ambient conditions

These strategies include evaluation of location alternatives and emissions offsets.
