Employers should set the example of what is understood by safe behaviour.

Signs of safe behaviour of the employers include having a working safety policy, not just a bit of paper. This shows itself in clear safe systems of work. Without these, it is hard for employees to demonstrate safe behaviour. For any safe system, there needs to be checkups regularly. See LO 9

Part of such a system, should be clear indicators of good and bad behaviour, the first of which could be rewarded in some, while the latter could be disciplined. It is better to discipline somebody than to damage somebody. Any discipline should be within clear procedures, where rights of representation are ensured.

Other signs, signals and posters can help remind employees of what is expected of them with regards to safety. Employees need safe systems in order to behave safely themselves. 

Safe systems are also two way processes. It is not enough to just tell people what to do, it is as important to create the right atmosphere for employees to report deficiencies without being fearful of their job prospects.
